Toeroek Associates, Inc. (Toeroek), is a growing business headquartered in Colorado, that provides specialized support services to the Federal Government, including the U.S. Environmental Protection Agency (EPA) and the Department of Defense (DoD).

Position Summary: We are seeking a senior-level Chemical, Biological, Radiological, and Nuclear (CBRN) Technical and Modeling Analyst to be located onsite at Joint Base Anacostia-Bolling (JBAB) in Washington, DC. The CBRN Technical and Modeling Analyst supports the U.S. Air Force's Treaties, Agreements and Countering Weapons of Mass Destruction (CWMD) Policy Division (AF/A10-S).

The successful candidate shall provide technical analysis addressing issues from the point of view of "what does this mean to the Air Force" on questions that arise in the countering CBRN technical domain. The individual shall provide CBRN Defense (CBRND) technical research and operational evaluations to assess, interpret, shape, and help to advise the Air Staff and other Air Force organizations on what the results of tests mean to the operator.

The general categories of analysis and quantitative assessment that the individual shall perform include: Threat and Vulnerability Assessments; Basic Challenge Sources; Attack Characterization; Atmospheric Transport Dispersion Modeling; Chemical Fate and Transport; Air Force Operations; Risk Assessment/Management; Hazard Modeling and Analysis; Detector Capability Analysis; Technical Design; and the Conduct of Laboratory and Field Testing, that support the development, implementation, and sustainment of the CWMD CONOPs and other efforts.

The individual shall perform technical analyses that include, but are not limited to, the following:

  1. Characterize and operationally assess the full range of threat agents, delivery means, release mechanisms, and release environments for CBRN weapons.
  2. Through modeling, assess operational impacts of CBRN weapons on the full range of common airbase environments (e.g., surfaces, equipment, and structures).
  3. Update and refine the information (for example, the de-Mission Oriented Protective Posture (MOPP) times) in the hazard duration risk management tools (compilation of the databases and software) and models based on advances in scientific testing, and manage hazard duration risk management tools.
  4. Monitor advances in the scientific and health community's understanding of the CBRN hazard environment and make recommendations for updating the Air Force's hazard duration risk management tools.
  5. Develop case matrix for Air Force unique and unprecedented analysis. Conceives, designs, prototypes, and tests new methods, algorithms, tools, and models.
  6. Review as well as conduct challenge CBRN modeling for air (transport, transformation, and deposition) and surficial (deposition, resuspension, contact transfer).
  7. Develop, maintain, and operate current and future sortie generation modeling and simulation (M&S) products.
  8. Review CBRND operational testing and experimentation. The individual shall assist in reviewing the test results and determine whether they represent valid data. If the data are valid, then the individual shall assist with incorporating the results into the applicable Air Force guidance (e.g., evacuation criteria, exposure limits, standoff distances, de-MOPP timelines, and decontamination standards). The individual shall evaluate and interpret equipment test results, evaluate decontamination results, convert test results into operationally meaningful language.
  9. Conduct technical reviews of Joint Operational Requirements Documents to ensure CBRND development and acquisition programs are consistent with Air Force key performance parameters (KPPs).

Required Education/Experience:

  • Bachelor's degree in relevant field or equivalent
  • 12 years of relevant experience
  • CBRN technical experience in multiple disciplines, including application of statistics
  • Extensive modeling and simulation (M&S) experience, to include pathway model tools VLSTRACK, HPAC, and JEM
  • Active DoD Secret clearance

Desired Education/Experience:

  • Former military service and Action Officer experience
  • Consulting experience supporting DoD leadership
  • Automation of manual or semi-manual modeling work
  • Programming skills including Python and Java
  • Active DoD Top Secret clearance
